(male announcer) this is bay area news station, kron 4 news starts now. the coast guard checking out an oil tanker after it strikes the bay bridge. about 30 to 40 feet ot the fender system was damaged and will need to be replaced. the 750=foot ship sideswiped one of the bridge towers while traveling about the speed of a bowling ball. tonight investigators

looking at the possible causes was it human error or something else. >> there is plenty of questions. just off the coast of treasure island. it is anchored and it could be there for several days. how could this happen to hit the bay bridge. >> the oil tanker remained acred off the coast of treasure island monday evening as the piece together how and why it smashed into the bay bridge. the 11:20 a.m. >> that is what we're going to see weather or not it was human error or something else >> reporter: the accident coming five years after a san francisco bar pilot was blamed for steering the container ship cosco busan into the same bridge. the oil tanker "overseas reymar" was empty when it slammed into one of the support towers. on the late this morning.

video from sky 7 hd abc7 news of crews inspecting the bridge and the protective fender that surrounds the tower at the waterline. >> the very first thing our inspectors look for when they get out there is to make sure the bridge is safe. the initial investigation should that the fender took the brunt of the allusion and preformed as it was designed. about 30 feet of the fender has been damaged and will need to be replaced. it was damaged in a way that it was supposed to be. there's no structural damage to the bay bridge as a result of this allusion. so there will be no repair work done to the bay bridge itself, other than to fix the fender system. >> reporter: caltrans says they will also be checking the systems designed to prevent ships >> there are a number of measures on in place on the bay bridge to protect it during fog. from fog lights to signs to other different measures. we have no indication that any of those were damaged or not preforming. and we are investigating that now. >> reporter: while they were investigating they are

--here's a map showing the >> pam: shipping channels in san francisco bay. the tanker's route out to sea should have been this yellow arrow here. the white arrows are other sipping lanes. here's where the vessel hit tower number 6. we'll take a closer look. again.this is where the accident happened. it should have been on a parth similar to this white arrow. instead it veered north today's incident comes more than five - years after the container ship.the "cosco busan". hit the bay bridge in thick fog. and spilled more than 50- thousand gallons of oil into the bay. 26- miles of shoreline were contaminated by the oil. and more than 25-hundred birds were killed. it cost more than 70- million dollars to clean up the mess. and the ship's pilot ended up going to guilty to two misdemeanor new tonight at eight. we are learning more about the bar pilot on board the tanker when it hit the bay bridge today. kron 4's reggie kumar joins us now, to tell us about the man's past history navigating ships. reggie. >> reporter: pam. this bar pilot started navigating the

san francisco bay in 2005. according to a spokesman with the bar pilot's association, it's believed the bar pilot had an accident free record, until now. this is video from sky 7 h- d abc 7 news. the bar pilot's is 61 year old guy kleess. a spokesman with the bar pilot's association says the vessel navigator has been tested for drugs and alcohol. so far the results show the bar pilot was not drunk during the collision.the drug test results won't be available for at least 48 hours. the coast guard is the lead investigator saying both the captain and bar pilot are responsbile for navigating any ship through the bay. the coast guard said the bar pilot and the captain stand side by side when maneuvering ships through bay waters. an investigation is underway to determine whose hands were on the controls when the vessel hit the bay bridge. lieutenant shawn lansing says the investigation can take six months to a year to complete. >> we will see if this is human error. >> pam: reggie. has the bar pilot already been questioned by authorities? >> reporter: that will happen tomorrow. the coast guard will ask the bar pilot every little detail about

>> pam: new tonight at eight. a federal court has thrown out the lawsuit brought against the los angeles police department. by the man wrongly accused of viciously beating a giants fan outside dodger stadium. giovanni ramirez sued the departement and its chief. saying, his rights to due process were violated, when he was arrested. but never charged. in the near -fatal beating of giants fan - bryan stow in 2011.

police considered him a suspect for months. even though his lawyer said, he had never been to the ballpark. two other men were later arrested. stow suffered brain damage from the beating and is permanently disabled. >> pam: berkeley assemblywoman nancy skinner is introducing a measure that would regulate ammunition sales in california. among other things. the bill would estabilish restrictions similar to those for gun sales in the state. they include requiring sellers to be licensed. and buyers to provide valid identification. caps would also be placed on kits which convert guns into assault weapons. and large ammuntion purchases in short periods of time. would have to be reported to police. >> pam: the u.s. supreme court says, it will hear arguments on the constitutionality of california's voter approved ban on same -sex marriage on march 26th. sponsors of proposition - eight. are challenging lower court rulings that struck down the measure last year. the ban will remain in effect until the high court

makes a decision. which is expected in june. in march. the high court will also hear arguments on a similar case. regarding the federal - defense of marriage act. >> president obama has announced his picks today for a couple of key positions. his choice for the new c-i- a boss. and for the next secretary of defense. but it's the man he's chosen as defense secretary who's already causing controversy. kron-4's catherine heenan explains why. >> catherine: the president announced that former republican senator chuck hagel is his choice as secretary of defense. a former vietnam vet.he has co-chaired the president's intelligence advisory board. >> and this and that i admired his courage and judgment and speaking his mind even if it was not popular >> catherine: hagel is considered blunt - with independent views. to the dismay of fellow republicans, he opposed the troop surge in afghanistan and has called for deep cuts in defense spending.

cal-trans says the bridge super-structure is safe. and traffic was never affected. the f-b-i has started excavating an abandoned well in linden. in a renewed search for victims of the so-called "speed freak killers." forensic experts and anthropologists will spend the next two to three weeks painstakingly digging up the site, mostly by hand. authorities believe wesley shermantine and loren herzog were responsible for killing as many as 19-people during a methamphetamine-fueled rampage. and the u.s supreme court says, it will hear arguments on the constitutionality of prop 8. california's voter approved ban on same -sex marriage on march 26th. a ruling is expected in ban will remain in place. >> the woman who was doused with gasoline and set on fire alledgedly by her boyfriend. has been identified by her family. here you can see a picture of 25- year old starr lamare the mother of three young children, is being treated at the burn center at st francis hospital. a family member says, lamar is completely covered with bandages from the waist up and is breathing with the help of a ventilator. this is a picture of the suspect.who is now wanted for attempted murder and arson. police have identified him as 22 year old dexter oliver. the victim's family says, the alledged attack happened after the pair had an argument over clothes they were washing a nearby laundrymat. starr's sister says, this was the first time he has used any kind of physical force against her. >> what is startling is that

what caused a plane to over shoot the runway earlier this morning. according to witnesses the plane was going too fast and the pilot wasn't able to stop it in time. the two people who were onboard the aircraft were not injured in the crash. you are looking at video from sky seven hd of the plane sitting in the waterway that runs along the airport. it took five hours but they were finally able to remove the plane and reopen the airport around three this afternoon. >> temperatures in the 50s and 60s. 60s in redwood city. 57 and concord. and a san mateo. we are looking at visibility because the fog is expected to tomorrow. in fact, some dense fog up across the golden gate. reduced visibility. concord is going to get worse. with areas of dense fog advisory. that will be short-lived. cooler rainfall we will talk more about it.

>> pam: ten of america's biggest banks have agreed to an 8-point-5 billion dollar settlement over alleged foreclosure abuses. the deal was brokered by the federal reserve and the office of the comptroller of the currency. the banks. incluiding bank of america. citi bank. wells fargo. and others. will have to pay more than 3-billion dollars in direct payments to mortgage borrowers who were foreclosed on in 2009 and 2010. they've also agreed to pay more than 5-billion dollars in assistance to those borrowers. in a separate settlement deal.bank of america has agreed to pay more than 10 billion dollars to fannie claims resulting from the housing meltdown. bank of america will pay more than three billion dollars in cash to fannie mae and also repurchase more than six billion dollars in questionable loans. the bad loans lead to massive losses for fannie mae, a government takeover. and a 116 billion dollar bailout to keep it afloat. >> coming up, sports with gary radnich..
